Guy Wyman platted this Panhandle community in 1925, and it has since grown into an unincorporated place of roughly 16,000 housing units in Santa Rosa County, with Pensacola about 25 miles west and Fort Walton Beach about 15 miles east. The East Bay and Yellow rivers form its northern edge, Santa Rosa Sound its southern one, and the barrier island holding Navarre Beach lies beyond the sound. Residents have tried and failed several times to incorporate, most recently in a 2024 straw poll.
Fire & Water Energy connects people with help but does not provide it directly. Call (866) 937-3230 and we will try to link you to an independent restoration contractor that serves Navarre. That business sets the price and schedule, and we cannot promise availability after a big storm. More on the process is under how it works and our referral disclosure.
Sound-side surge, 65-inch rain years and a Gulf hurricane record
Wikipedia lists Erin and Opal in 1995, Georges in 1998, Ivan in 2004, Dennis in 2005 and Sally in 2020 as hurricanes that did significant damage, and notes that surge has hit homes and businesses along Santa Rosa Sound, generally south of U.S. 98. Beach renourishment in 2006 replaced sand lost in the 2004 and 2005 storms. The nearest long-term weather station, Pensacola, averages about 65 inches of precipitation a year, with July the wettest month.
The National Weather Service in Mobile recorded 19.95 inches of rain in Navarre from slow-moving Sally, and said a large surge had its greatest impact on the sound and bay sides of the county. FEMA declarations for Santa Rosa County since 2000 also include Katrina, Gustav, Isaac, Tropical Storm Debby, Irma, Ian, Helene, Hurricane Debby and several rounds of severe storms with flooding or tornadoes.
Water damage repair after leaks and wind-driven rain
If your house rests on a concrete slab over the area's flat sandy soil, a leak in a buried line can soak flooring before anyone notices. Long Gulf-coast summers also mean steady AC use, and a clogged condensate drain can overflow into ceilings and closets. Tropical squalls drive rain sideways under shingles and through window frames.
For water damage repair in Navarre, a contractor typically finds the source, extracts water, removes materials that cannot be saved and runs dehumidifiers until meters confirm dryness. If water came through the roof, see storm water damage restoration.
Federal disaster declarations that included Santa Rosa County
FEMA records show Santa Rosa County was included in 16 major disaster declarations for weather or fire events from 2000 through 2026 (11 hurricane, 4 severe storm, 1 tropical storm, by FEMA incident type). Declarations are made at the county level, so they do not mean every neighborhood in Navarre was affected. The most recent:
- 2024 – Hurricane Helene (DR-4828)
- 2024 – Hurricane Debby (DR-4806)
- 2024 – Severe Storms, Straight-line Winds, and Tornadoes (DR-4794)
- 2022 – Hurricane Ian (DR-4673)
- 2020 – Hurricane Sally (DR-4564)
- 2017 – Hurricane Irma (DR-4337)

Fire and smoke cleanup in a coastal bedroom community
Cooking, dryer lint and generator use during post-storm outages are common sources of household fires. Smoke readily soaks into furniture and drywall, and soot left in a humid house can etch and discolor surfaces quickly.
Restoration contractors commonly secure the structure, remove charred debris, clean surfaces with methods suited to the type of residue and deodorize. Our fire damage restoration page explains the order of work.
When the sound rises: flood and hurricane cleanup
During Sally, the weather service described flooding as widespread across central and southern Santa Rosa County, with surge compounding freshwater flooding along the Blackwater and Yellow rivers, and about 1,400 homes in the county affected. Homes near the sound or the East Bay shoreline face both surge and rain.
Floodwater from a storm is treated as contaminated, so soaked drywall, insulation and carpet usually come out. Contractors who handle flood damage restoration and hurricane damage cleanup often tarp roofs and clear debris before beginning the drying phase.
Humidity, closed-up houses and mold
After a hurricane, homes may sit without power or air conditioning for days, and Gulf humidity lets mold spread across wet walls and cabinets. Inspect lower wall cavities, the backs of built-ins and attic decking after any roof leak.
For contamination larger than about 10 square feet, EPA guidance points homeowners to a professional. See mold remediation for what containment should involve.
Before, during and after a storm in Navarre
- Call 911 for fire, injury, a gas leak or downed lines, and never walk into floodwater that may be energized.
- Follow evacuation orders from Santa Rosa County; the Florida Division of Emergency Management lists every county's emergency office and has a Know Your Zone tool.
- Photograph damage, including high-water marks, before tearing anything out.
- Keep receipts for tarps, pumps and lodging.
- Ask your insurer or agent how wind, surge and flood are handled under your policies, since flood coverage is usually separate.

Navarre restoration FAQs
How much rain did Navarre get from Hurricane Sally?
The National Weather Service in Mobile lists 19.95 inches for Navarre from a public rain gauge. Sally moved at less than 5 mph at landfall, which is why rain totals were so high across the western Panhandle.
Which parts of Navarre are most exposed to storm surge?
Wikipedia says surge has damaged homes and businesses along Santa Rosa Sound, generally south of U.S. 98. During Sally, the weather service said surge hit the sound and bay sides of the county hardest.
Is Navarre Beach the same place as Navarre?
Navarre Beach, on Santa Rosa Island across the sound, is counted as its own census-designated place. Holley, north across the East Bay River, is also separate but sometimes considered part of the greater Navarre area.
Can you send someone right after a hurricane?
We are a referral service and do not employ workers. After major storms, independent contractors may be heavily booked, so we can only try to connect you with one that serves the area.
